Hello. I'm just curious – are there activity prerequisites before you can apply? In other words, how active do you need to have been active on the wiki before you can submit an application?
It's interesting, and it could work if done correctly. (See my answer to 2.)
There is still a problem with this feature in light mode. I see that a small grey border has been added around all the links to fix the problem where bright text is unreadable. While this has fixed the bright text's readability, this has now made dark text harder to read. The border blends in with the dark text, essentially making it thicker (and too thick to read). I think the border works on the brighter links, but it should be removed from the darker ones. (I have a few image examples of this problem at the bottom of this message.)
I think this should be an opt-in feature. That way, any readers with epilepsy or colourblindness won't have to suffer instantly upon opening a wiki page. To make it easier to opt-in, you could make it a gadget. This would allow users to enable it with a few clicks instead of having to copy CSS into their personal CSS pages.
By the way, @MarioTheMythical, they used the MediaWiki:Sitenotice page to create that notice.
