To reach him, go through the Basic Bee Gate, walk through the Bamboo Field and climb the ladder on the far side of the hill, near the ramp leading to the Brave Bee Gate. Another option to get to him is by using the Slingshot: If you walk on the pad and/or face the wrong way, it will undershoot you right next to Panda Bear.
Panda Bear gives tons of information in his quest dialogues. Most, if not all, of the information he gives is not found anywhere else in-game.

... What?!?! Back there, beyond the 20 bee gate... I was so focused on the mountain that I forgot the threat from below. The ANTS are back! Well, I've done it before and we'll do it again: We'll exterminate that mud-mound! This is BEE and BEAR territory! Take this pass and attempt the Ant challenge. Here's how the Ant challenge works: Gather pollen and honey to fill up the meter on the ant hill. When it reaches the top, ants will shoot out! Bonk as many as those puny bugs as you can before the timer runs out. Each ant you defeat gives you one score point. The higher your score, the better you'll be rewarded! Come back when you've defeated 10 Ants.

Ants... they're weak and small, but tricky and crafty... Just like bees, they come in many forms, and work as a team to overwhelm their enemies. Flying Ants are FAST and use their wings to leap-attack from far away! Think you can out-maneuver them? Defeat 15 Ants and 10 Flying Ants.

The ants are highly unpredictable. They switch up their tactics, and send out different types of ants all the time. You will need to be adaptable. Defeat 15 Ants and 10 Flying Ants.

Every time you attempt an Ant Challenge, you steal back some stuff the ants have taken from the mountain. This always include an [Ant Amulet]! Amulets are special items that which offer different types of boosts. You never know exactly what boosts you're going to get. The more ants you defeat, the better your [Ant Amulet] will tend to be. One day you may even earn yourself a top-of-the-line [Diamond Ant Amulet]! Take this for now. Come back when you're ready for more.
Fire Fighter
Each wave of ants become tougher. After a while, they send out the big guns. One of their trickier threats is the Fire Ant. It ignites flowers as it walks through them. Step on a burning flower and SZZZIZZAHH: just like that you're burnt to a crisp. We can't let them burn our flowers. Defeat 15 Fire Ants and report back.

Army Ant Assault
HUT, 2, 3, 4, HUT, 2, 3, 4... That's the marching song of the Ant Army! If you spot an ant wearing a helmet... you better pay attention. Those are Army Ants! Their thick helmets reduce all incoming damage. To break through them, you'll need to hit extra hard. Defeat 25 Ants and 15 Army Ants, then report back.

Although they switch things up, there's a pattern to the ants' tactics. They tend to send similar ants out in waves. Keep track of the pattern to help you determine how far you need to go to reach certain ants. Come back when you've defeat 25 Ants and 15 Army Ants.

It's the BADDEST bug around! Defeat 10 of them and report back. And to prove you're ready to move on, get a high score of 50 in the Ant Challenge. After that, I've got a special reward for you...

And earn Battle Badges to increase the power of your Critical Hits. Next up: Defeat 50 Ants, 20 Giant Ants, 20 Scorpions, and 40 Rhino Beetles.

Listen up! Here are some insider tips that'll take your bug bonking to the next level: First, you'll need to obtain a Gifted Brave and a Gifted Rage bee. What makes them so special? They rally your entire swarm, permanently increases the attack of ALL your bees by 1! Second, you should hunt for amulets that increase bee attack. {Diamond Ant Amulets] and [King Beetle Amulets] both have a chance to boost bee attack. I'll talk more about those later... Now get back out there! Defeat 100 Ants, 50 Army Ants,30 Ladybugs, 20 Mantises, 5 Werewolves.

Thinks he was born better than the rest! He's always stealing our Royal Jelly and stashing it away under the Clover Field... It's time to put him in his place! If you're lucky, you might even obtain a [King Beetle Amulet]. My [Star Egg] is yours if you complete this quest: Defeat 100 Fire Ants, 30 Giant Ants, 1 King Beetle... And obtain a score of 75 or more in the Ant Challenge.
